[NAEP] Global warming 'even more significant' for Arctic

While the headline is hardly a surprise for those who live there ... 
the new IPCC report has - once again - pointed out that fragile 
environments are ... fragile.

Faced with an international report on global warming that says Canada 
could be particularly hard hit by the effects of climate change, 
Ottawa is set to put tough emissions policies in place, the 
environment minister said Friday.
